There could be 3 possible reasons for getting this error.
1. Your CPU doesn’t support VT-x or AMD-V virtualization
2. VT-x or AMD-V is not enabled in BIOS (UEFI) -
Make sure you have enabled Virtualization in BIOS.
Please follw below link to enable virtualization
3. You have Hyper-V virtualization enabled in Windows -
Disable Hyper-V in Control Panel -> uninstall program -> make windows feature on or off -> uncheck Hyper-V
